This refers to your letter of June 16, 1980, with respect to our April 25, 1980 letter asking licensees to submit an extra copy of reports to the NRC's Document Management Branch. We note in your letter that you object to this request.
Our April 25, 1980 letter was a request and not a regulatory requirement; therefore if you find this request is too difficult for you to meet, you are not required to do so.
Our letter of April 25 notes, however, that in the future there may be a requirement to send a copy of certain reports to the Document Management Branch. This request was made to increase our ef-ficiency. We had assumed that for most licensees compliance would be achieved by merely adding an extra carbon copy to reports which are now already required.
With respect to your comment on stack sampling, we note in a review of your license application that you stated that stack sampling would be performed.
License Condition No. 22 of your license makes the statements in your li-cense application legally binding requirements. However, 10 CFR 20.201(b) allows you to demonstrate compliance with sections of Part 20 by means of calculations if such can be done.
This would apply even in the case of stack effluents.
If you wish to use this method, however, you must submit such a request to Licensing and amend your license application.
