E Appendix A NOTICE OF VIOLATION Tracor Analytic, Inc.

License No. 12-18379-03 Based on the inspection conducted on June 17, 1980, it appears that certain of your activities were in noncompliance with NRC requirements, as noted below. This item is an infraction.

Condition 15 of NRC License No. 12-18379-03 requires the licensee to possess and use licensed material in accordance with statements, repre-sentations and procedures contained in application dated December 4, 1978, and letter dated December 4, 1978.

Items 10 and 11 of that application present the survey inst.uments that will be available.

The instrumert list presented with this application states that for routine monitoring and surveying in fields of low intensity a beta gamma survey instrument would be available with a range of 0.200 mR/hr.

Such survey instruments would be calibrated yearly.

Contrary to the above, on the date of this inspection the licensee did not have a beta gamma survey instrument capable of quantifying low intensity beta gamma fields as specified in the above application.

No calibrated field instruments were available. Certain activities of the licensee, particularly those involving the shipment of limited quantities of radio-active material, would require the use of this insturment for package sArveys.
