FARLEY 2 OL REVIEW COMPLETION PART 2 - TMI ITEMS The purpose of this memorandum is to request assignment of a reviewer and estimated comeletion date for each of the TMI review items in the attached tables. The review status and schedule for Non-THI items was provided in my May 13, 1980 memorandum. The THI items are those identified in the May 2,1980 Commission Action Paper (SECY-80-230) entitled "TMI-2 Action Plan." The items are separated into the five categories as in SECY-80-230: (1) fuel loading and low power testing; (2) full power operation; (3) NRC actions for fuel loading and full power; (4) dated requirements; and (5) proposed dated requirements. The licensing schedule for Farley 2 is: SER Supplement 4 Inputs to LPM June 25, 1980 Draft Ser Supplement 4 Prepared July 16,1930 August 11, 1980 Issue SER Supplement 4 August 20,1980 Comission Review September 1,1980

N 03 mgg The applicant has provided a " Response to Short-Term Lessens Learned: NUREG-0578" by its letter dated February 21, 1980. Applicant is currently updating and incorporating responses to NUREG-0578 in another document to respend to requirements identified in SECY-80-230 and described in NUREG-0660. An advance copy of the response to 5ECY-80-230 is scheduled to be submitted by June 20, 1980. Applicant will submit its proposed special low power tests by June 17, 1980, and its review of control room design by June 9, 1980. An onsite audit of the control room is scheduled for the week of June 16, 1980. A team review of applicant's qualifications, by several branches including members of Licensing Qualification Branch and Radiological Assessment Branch is scheduled for the week of July 7,1980. Emergency operating procedures for small break LOCA, loss of main feedwater, and steam generator tube rupture have been obtained; the procedure for inadequate core cooling is being developed by the Westinghouse owner's group. Part 2 of SER Supplement 4 will contain our evaluation of 5% power operation. Reviewers should consider all parts of SECY-80-230; however, some items may properly be left for our evaluation of full power operation, Supplement 5 now estimated for issuance in November 1980. The requested date for SE Input for Supplement 5 is October 15, 1980. Provide review assignments and estimated completion dates for SE Input to SER Supplements 4 and 5 by June 16, 1980. Most of the information to be reviewed is in applicants Response to NUREG-0578, submitted February 21, 1980. An advance copy of applicant's response to SECY-80-230 will be submit!.ed June 20, 1980.
