50-328 In accordance with your verbal request of January 21, 1980, we have reviewed our Sequoyah Nuclear Plant procedores and operator training program to assess the status of our program to addresa the " Phase II -
Inadequate Core Cooling, Analysis and Procedures Modifications" requirement as defined in the NRC's draft NUREG-0660, " Action Plans for Implementing Recommendations of the President's Commission and Other Studies of TMI-2 Accident."
TVA has revised the Sequoyah Nuclear Plant emergency procedures and operator training program to provide sufficient guidance for operator response to inadequate core cooling.
These new procedures are based on the NRC Bulletins and Orders Task Force and the Westinghouse Owners Group guidance provided to date.
Refined best estimate analysis and procedures coming from the Westinghouse Owners Group will be integrated into the plant procedures as appropriate.
