THI-1 RESTART SER Attached is a draft of the THI-1 Restart SER for your review and coment. Please note the following:
General:
The Tech Writer /Editer has not yet had a real crack at format, arrangement. rewrite, etc. These are a few known technical errors or inconsistencies, which will be corrected in the next draft. Amendments to the Restart Report continue to arrive, Amendment 10 is expected today. Our review will continue and we can (hopefully) close out some items by the publication date and many by the first supplement.

Conclusions:==
Overall conclusion not yet written. Open items categorization and listing not yet done. As will be noted, there are many open items, but hopefully many of these can be categorized into insignificance.
Order Item 2:
Item 22 of Bulletin 79-05A and item 6 of Bulletin 79-05B, both dealing with prompt reporting, are not included. They will be in tne next draft.
Order Item 455: Words will be added showing no effect on safe THI-l operations in areas other than.radwaste (such as central room habit 4bility, etc.)
J. Collins will provide this. John has not yet seen the rewrite of these sections put together by Jay Lee and I.
I don't think we changed any sebstance, so it should be OK.
Order Item 6?
A meaningful discussion of HP will not be av411able till the end of the year.
