Dear Friend,
As a citizen and as the Democratic candidate for mayor of Lancaster, Pennsylvania, I am submitting this comment on the EPICOR-II environmental assessment.
I strongly urge that the Nuclear Regulatory Commission reject this assessment and require an independently prepared environmental impact statement.
My lay review of the assessment document indicated many areas of seemingly unsubstantiated claims; the absence of any reasonable assur-ance against further mistakes and/or accidents, e.g.,
the July 26th dumping of untested water and the various exposures of workers to radioactivity; the inability of the system to remove all of certain radioactive components and any of the tritium; and the apparent preference for EPICOR-II as the quickest and cheapest system rather than for an alternative cystem of poss 31y much greater effectiveness and efficiency.
Many other questions and concerns came to my mind but I see little value in pursuing them.
In my opinion, the whole assessment is tainted by the close working relationship between NRC and the licensee in the develop-ment of the system.
The first full paragraph on page three of the assess-ment convinced me that it would be impossible to expect NRC staff to assess this system objectively.
The stakes in this matter are too grave to permit the use of such an untestad and admittedly flawed system.
I again urge that the Commission mandate an environmental impact statement prepared in as thorough a fashion as is humanly possible by some group totally divorced from the NRC and the licensee.
