Commissioners Hendrie, Aherne, Kennedy, Gilinsky, Bradford.
Sirs:
According toan article on 29 August 1979 in the Salem Co Sunbeam newspaper, The NRC Staff has stated that the accident to the Three Mile Island Nuke on 3/28/79 was a " Class 9."
This raises a lot of questions.
1.
Since Class 9 and associated problems were considered too low probability tog allow inclusion on t@ docket of nuclear power plant licensing proceedings, are thne licenses so adjudicated in error due to the aut denial of pertinent subjects in their proceedures?
I will try to make that question more explicit, a.
Class 9 accidents were not allowed in most or all nuclear power plant licensing in the past.
b.
Class 9 accidents were considered too remote a possibility to be allowed in normal licensing proceedings by the NRC.
A class 9 accident happened at ThreeMile Island II on 3/28/79/.
c.
d.
Are the licendes which were granted in proceedings which d&d not allow the discussion of Class 9 accidents now 6 voided?
- e. Must those nukes withbad licenses now go off line as soon as safely possible?
f.
If those nukes are not shut off immediately, are the commissioners zrimini civilly and criminallyliable for any and all consequences of leaving improperly licensed nukes on line?
I often get an answer to my letters to the NRC a math or more after I send them.
This especially happened when I sent a telegram asking that water not be dumped from TI,II#2 on 3/30/79 at 1: 33 AM. I still have not received an answer to that.
I would appreciate that t'As matter be given faster attention.
