Descrip.f(n of Circumstances:

1.ow-le el rnlioactive waste in that wante which can he transferred and shipped to one of three waste tmrial f acilitien which are locat ed in and lic ensed by thr Agreement Staten of Nevada, South Carolina, and Wanhington.

On July 10, 1979, the Governors of the three ntaten notif ied NitC Chairman Ih ndrie of the serious a:ul repeat ed dinregard f or rulen governing the shipment u of low-level radioactive wanten to these burial facilities.

On July 2, 1979, three of twelve steel containern shipped to the Itcatty burial facility were fount to be leaking radioact ive mat erial.

The Governor of the State of Nevada ordered the drums to be t. hipped amt of t he state and the burial facility wan temporarily cloned.

The shipments were from reactor, medical, indust r ial and milit a ry f acilit ies.

On June 28, 1979, the 1ederal liinhway Adminint rat ion innued a Not ice of Violation to a reactor facility proposing a $10,000 fine for truck contamina-tion resulting from improper clonures on 55 gallon drums of LSA material and for improper loading of the driunn on the veld c le.
