Dear Sir:

Reference (1) established reporting requirements for action taken by Boston Edison to respond to Bulletin 79-01.

Reference (2) discussed the unaccept-ability of in-containment safety-related ASCO solenoid valves. Reference (2) further indicated that ASCO solenoid valves containing any of the following components should be considered unacceptable:

- Acetal plastic disc-holder.

- Buna-N seals or gaskets.

- Class A, B or F coils.

- Enclosures with a rating less than NEMA 4.

During our review for Bulletin 79-01 five (5) safety-related in-containment SOVs (ASCO

  1. HT8320A22) were identified which contained the plastic disc holder and the Buna-N seating material. Our review of the probable failure modes caused by these materials indicated that the valves could still perform adequately in the specific applications where they were used (normally de-energized SOV used on normally closed fail closed A0V). Our conclusion, based on that analysis, was that the valves were not unqualified and should not be subject to the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> reporting under 79-01.

June 11, 1979 Page 2 Further review indicated that the normally closed main A0Vs were not used during normal plant operation. Because the plant was shut down for mod-ifications to piping system hydraulic snubbers, the five (5) subject SOVs were valved out of service.

If the main valves are to be used in the future the SOVs will be replaced with qualified ASCO valves.

Boston Edison is providing NRC with this information since the action taken was relevant to Supplement A of Bulletin 79-01 and will assist in the NRC's subsequent review of Edison's actions.
