Toledo Edison acknowledges receipt of your April 27, 1979 letter and report enclosure 19-07.
Report 79-07 references an apparent deviation from Davis-Besse Nuclear Power Station Unit No. I commitments to the NRC as an "Infrac-tion" under the heading " Notice of Violation".
Your finding has been reviewed and Toledo Edison agrees with your finding.
The Toledo Edison response is provided below:
Item:
Technical Specification 6.8.1.a and 6.8.2 require in part, that applicable procedures recommended in Appendix "A" of Regulatory Guide 1.33 shall be reviewed by the Safety Review Board (SRB) and approved by the Station Superintendent prior to implementation.
Contrary to the above, Maintenance Instruction M-46, safety /
relief valves inspection and repair, was not reviewed by the SRB and approved by the Station Superintendent prior to im-plementa tion.'
Response: The use of M-46 " Safety Relief Valves Inspection" on safety related equipment has been discontinued. A Maintenance Pro-cedure (MP) will be written and approved by the SRB prior to the next performance of safety valve repair. The procedure shall satisfy Technical Specification 6.8.1.a and 6.8.2 re-quirements.
