Gentlemen:
We have reviewed the subject inspection report and submit the following in response to the Item of Non-Compliance:
Item:
The facility Technical Specifications states in part that " Written procedures shall be established, implemented, and maintained covering the activities referenced below:...c.
Surveillance and test activities of safety-related equipment."
Contrary to the above, written procedures have not been established to control the deorading of safety-related Class lE Components by the installation of non-Class lE test equipment as resulted in the failure of Channel D Core Protection Calculator on January 25, 1979 (Licensee Event Report 50-368/79-11).
Response
Arkansas Power and Light Co. (AP&L) will establish controls for connecting test equipment to safety related equipment. These controls will be in place and will have been reviewed by maintenance and operations department personnel by June 1, 1979.

The discussion of this violation in paragraph 7.a of the Details of Inspection Report 79-06 states in part "The licensee has been advised by the inspector that the connecting of non-Class lE test equipment to a lE seismic component degrades the design intent of that component and the component should be considered inoperable per the Technical Specifi-cations (TS)".
AP&L is evaluating this interpretation and will respond with the results of tl, ir evaluation by May 26, 1979.
