7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NOS. 50-259, 50-260 AND 50-296 TENNESSEE VALLEY AUTHORITY NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSES The U. S. Nuclear Regulatory Commission (the Comission) has issued Amendment No. 51 to Facility Operating License No. DPR-33, Amendment No. 45 to Facility Operating License No. DPR-52 and Amendment No. 23 to Facility Operating License No. DPR-68 issued to Tennessee Valley Authority (the licensee), for operation of the Browns Ferry Nuclear Plant, Units Nos.1, 2 and 3, located in Limestone County, Alabama. The amendments are effective as of the date of issuance.

The amendnents add a condition to the license for each facility authorizing TVA to improve the performance of the emergency core cooling systems by changing the power supply to the low pressure coolar.t injection (LPCI) system in each Unit and to modify the Unit No. 3 loop selection logic circuitry.

The application for the amendments complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.

The Comission has made appro-priate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chanter I, which are set forth in the license amendments.

Prior public n ice of these amendments was not required since the amendments do not involve a significant hazards consideration.

7590-01 The Commission has detemined that the issuance of these amendments will not result in any significant environmental impact and that pursuant to 10 CFR Section 51.5(d)(4) an environmental impact appraisal need not be prepared in connection with issuance of these rmendments.

For further details with respect to this action, see (1) the appli-cation for amendments dated December 28, 1977, (2) Amendment No. 51 to License No. DPR-33, Amendment No. 45 to License No. DPR-52, and Amendment No. 23 to License No. OPR-68, anti (3) the Commission's related Safety Evaluation. All of these items are available for public inspection at the Commission's Public Document Room, 1717 H 5treet, N. W., Washington, D. C.

and at the Athens Public Library, South and Forrest, Athens, Alabama 35611.
