REVIEW OF PROPOSED EXPORT OF REACTOR COMPONENTS TO THE PHILIPPINES E
On August 18, 1978, your office provided the attached (Enclosure A) detemination as to whether or not certain co=nonents required an NRC export license.
As you will recall, it was concluded that the
" Exhibit B" components were " specially designed or prepare <' for use in a nuclear reactor" and therefore subject to NRC's export licansing authority.
We have recently received the attached letter (Enclosure B) from Westinghouse in which they indicate that a reexamination of the
~
Exhibit B compenents has led them to conclude that most of these components were improperly classified and should not be subject to NRC's licensing authority.
In their view, only the neutron detector positioning device and the S.I.S. Accumulators are " specially designed or prepared."
We have infomed Westinghouse (Enclosure C) that we have initiated a technical review of these cocponents but that in the interim they

may not proceed with the export.
