MARCH 21, 1979 MEETING WITH VNC REPRESENTATIVE Purpose To discuss UNC's proposed emergency plan dated February 1, 1979, for the-Wood River Junction site. Place and Date NRC office in Silver Spring, Maryland, March 21, 1979. Attendees NRC - R. L. Stevenson UNC - D. M. Schultz, Manager, Compliance Fuel Recovery Operation Discussion Following its receipt on February 7,1979, the proposed emergency plan for the Wood River Junction site was reviewed against the requirements of Appendix E, Part 50, and shortcomings identified. The shortcomings were augmented by comments on the UNC plan received informally from Mr. Dale Donaldson of Region I Office of Inspection and Enforcement in a telecon on March 7, 1979. The proposed emergency plan follows the general format of Regulatory Guide 3.42, " Emergency Planning for Fuel Cycle Facilities and Plants Licensed Under 10 CFR Parts 50 and 70". The consolidated comments and questions, on Sections 1, 3, 5, 7, 8, and 9 and the appendices, arising from our review were discussed with Mr. Schult:. One of the outstanding deficiencies of the plan was the fact that the agreements with outside agencies are all more than two years old. 2218 108 79062500% {
