NRC STAFF RESPONSE TO APPLICANT'S MOTION REQUESTING THAT THE BOARD StHEDULE A SPECIAL PREHEARING CONFERENCE On April 18, 1979 the Applicant filed a Motion requesting the Board to schedule a Special Prehearing Conference in subject proceeding. The Staff position with respect to the motion is that t. Special Prehearing Conference should be scheduled at the earliest convenient date. Some period of time has elapsed since the Board entered its order declaring that Bridget Little Rorem, et al., and Bob Neiner Farm, et al., had established the requisite standing for intervention in this proceeding.

Prior to the date of that Order, on March 6,1979, Staff counsel met with representatives of the above-named groups in Kankakee, Illinois, to assist them in understanding the licensing process and give them a generalized view of what was required under the Commission's rules for the contentions which they must file.

2-Staff feels that the time is now ripe for the scheduling of the Special Prehearing Conference and that petitioners can then submit their conten-tions no later than fifteen days prior theretc in accordance with 10 CFR 52.714(b).
