For :ne reasons stated below, your letter of Acril 19, 1979, is being treated as a written response to the invitation for comments contained in the Cormission's proposed rule to amend 10 CFR parts 19 and 20, published in the Federal Register on February 20, 1979, 44 Fed. Reg. 10385, g seq.

The notice of proposed rulemaking for the subje:t amendments to 10 CFR Farts 19 and 20 was published pursuant to the notice and coment pro-vision of the Ac-inistrative Procedure Act.
