Dear Sir:

This letter is to inform you that I have not been formally served a copy of the March 23rd order declaring the League of Women Voters as an intervenor in the operating licensa of the Byron Nuclear Plant, in-cluding detailed steps to be taken by the League of women Voters in regard to the petition to intervene and the prehearing conference.

Enclosed you will find a copy of p. 3 of the information sent to me from you on March 23, 1979. On p. 2 of the information sent to ;me on March 23rd it is stated regarding the League of Women Voters of Rockford, Illinois that, "We hold that standing to intervene as a party is sufficiently demonstrated," but on p. 3 it is not clear what steps should follow to be accepted as a petitioner at the prehearing.

Please claridy this and send the information as soon as possibla.

In addition, the League of Women Voters has not yet received the Final Safety Analysis and Environmental Reports requested from Commonwealth Edison and which they agreed to send at a meeting with the lawyers of the NRC, Atty. Karman and Goddard, and Atty. Paul Murphy of Isham, Lin-coln, and Beale March 7,:1979 in DeKalb, Illinois. Paul Murphy has as-sured us that these were mailed on April 3rd, 1979, and we hope that we will have time to receive and read them before amending our petition to intervene.

The petiticners who have made adequate sitenents of interest are reminded that, pursuant to 52.714(b) of tne Ccmnissicn's Rules of Practice, not later than 15 days prior to the holding of that special prehearing conference, they nust " file a supplanent to [those petitions]

which nust include a list of those contentions which [the petitioners seek] to have litigated . . . and the bases for each ccntention [nust be]

set forth with reasonable specificity." Upon the filing of such a supplenent which satisfies these requirenents with respect to at least one contenticn, this Licensing Board will issue an appropriate notice of hearing.
