Dear Mr. Oakes:

This is in response to your letter dated April 23, 1979, in which you requested, pursuant to the Freedom of Information Act, a list of abnormal occurrences, with details, concerning the Joseph M. Farley nuclear plant since it started operations in 1978; documents concerning the proposed Westinghouse nuclear fuel assembly plant in Prattville, Alabama; documents concerning transport of nuclear wastes and enriched uranium through Alabama; and specific documents pertaining to nuclear development by the Southern Company and any of its subsidiary companies.

In partial response to your request, the documents listed in Appendix A are enclosed and a copy of each is being placed in the NRC Public Document Room (PDR) located at 1717 11 Street, N.W., Washington, D.C.

The NRC's local Public Document Room (LPDR) for the Joseph M. Farley nuclear facilities is located at the G.S. liouston Memorial Library, 212 W. Burdeshaw Street, Dothan, Alabama.

At that location, documents are available for public inspection and copying in the file categories described in the enclosed "Index of Correspondence Files".

Concerning your specific inquiry, you may be interested in the documents contained in the " Reportable Occurrence" and " Inspection" files and folders.

Also on file at the LPDR you will find a copy of the bi-weekly reportable occurrence computer printouts covering power reactors and material licensees, and the NRC's Quarterly Reports to Congress on Abnormal Occurrences.

Specific information concerning details of nuclear fuel and waste shipment through Alabama is not required by NRC regulations and, therefore, is not available.

Primary reliance for safety in transportation of radioactive material is placed on the packaging, not routing or special arrangements during shipment as explained in Appendix A, item 2, " Transportation of Nuclear Fuel and Waste."

4 sa The document identified in Appendix A as item 3 is a list of package designs for which the Alabama Power Company is currently registered, dated April 11, 1979.

Details of specific package designs are available in the PDR under the specific certificate numbers listed.
