Dear Mr. Denton:
This letter is written to briefly review our Shoreham licensing schedule and ask again that a firm timetable be estab-lished.
I must pause, however, to compliment you personally for your superb conduct in connection aith 1.ha Three Mile Island incident.
Your conduct, self-assurance, ar.d openness in keeping the public informed was a significant and reassuring factor in allaying public fear and preventing panic.
We at LILCO express our admiration f1: your performarce.

As a result of the Th7ee Mile Island incident, we can understand the necessity of canceling our April 19th date which had been scheduled to discuss th3 Shoreham SER schedule.
We understand the additional work barden forcad upon you and the NRC Staff.
We recognize also the importance of nuclear energy to the well being of the United States, and in spite of the obstacles and work load these essential projects must continue.
In view of the cloudy Mid-East situation,
.t is imperative that Long Island reduce its dependance on foreig:.t oil.
The.uccessful commercial operation of the Shoreham plant is the only near term relief in sight and must be pursued.
Thus., even in view of the increased work assignments of the NRC Staff, it is very important to move ahead with the Shoreham proceedings.
The hearings before the Atomic Safety and Licensing Boced on these matters cannot begin until the Staff has published its Safety Evaluation Report, and thus the initial completion of that document becomes critical.

Denton April 19, 1979 As you know, over the last year, LILCO has been told by the Staff that the SER would be out "... within two months However, it still remains to be issued.
The last promise was given before Christmas and firm plans were apparently established in order that the SER would be issued by February 22.
However, as with previous promises, the Staff was unable to meet this deadline.
Here at LILCO, we fe'l that we have responded promptly and fully to the Staff's questions and requests for more information.
In our view adequate information has been supplied, and if the NRC Staff will diligently review that material, we believe they can complete their review.
Specifically, we feel the following requests are reason-able and that in consideration of the rights of all parties the NRC Staff has a responsibility to take these or similar steps.
Will you please:
1.
Set a target date for issuance of the SER and let the parties to the Shoreham pro-ceeding, as well as the ASLB, know what it is; 2.
Make certain that your Staff understands that they are to make a good faith effort to get the SER out by that date; 3.
Make certain that you find out whether there are any roadblocks that you personally will have to clear away if the date is to be met; 4.
Take reasonable steps to see that the same reviewers are assigned to Shoreham for enough weeks in a row to close out the open items; and 5.
If for some unanticipated reason the target date cannot be met, tell the parties and the ASLB that delay will occur and let people know when the SER would in fact be available.
We very much hope that this letter will prompt you to take a personal interest in the Shoreham SER and that you will encourage your Staff to proceed in a timely manner in the review and issuance of that document.
If a scheduled meeting with LILCO seems useful to you in understanding our concerns, we will be there at your convenience.
