Dear Chairman Deale:
I received a copy of the attached letter on March 7, 1970 I was previously unaware of the discussions between Mr. Ellwanger and Mr. Adair.
Neither was I aware that Mr. Adair's letter had been prepared and sent.
I am somewhat concerned that some narty to the oroceeding may view Mr. Adair's correspondence as being in the nature of an illicit ex carte communication by the State of t:a shing ton.
No copies of Mr. Adair's letter were shown to persons whose names annear on the distribution lint.
I am cuite certain, however, that nothing of the sort was intended and, accordinglv, I am taking the libert" of furnishing copies to all carties to this oroceeding whose names annear on the distribution list.
Please accept any acologies thought to be necessar under the circumstances.
