ATTACHMENT A WATERFORD UNIT 3 DOCKET NO. 50-382 440.0 Operator Licensina Bran h 441.1 Provide a commitment, to include in the fire protec-(13.2.4) tion program, that periodic drills will be conducted during the construction period and that construction personnel will receive indoctrination as necessary.

441.2 Add to Section 13.2.4.1 that class room instructions (13.2.4) will include training on the toxic characteristics of expected products of combustion.

441.3 Provide current information on the extent to which (13.2) the '. raining program has been accomplished for the cold license candidates.

Provide contingency plans for additional training for cold license candidates in the event fuel loading is subsequently delayed from the date indicated in the FSAR.

441.4 Revise Section 13.2.2.1, second paragraph, to indicste (13.2.2) that all licensed individuals shall participate in the requalification program.

Delete the reference to the individuals who are actively and extensively engaged in the operation of the plant.

441.5 Provide a commitment, in Sections 13.2.2.1, that (13.2.2) records of the requalification program shall be maintained to document each licensed ir.dividual's participation in the requalification program. The records shall contain copies of written examinations administered, the answers given by the licensee, results of evaluations and documentation of any additional training administered in areas where an individual has exhibited deficiencies.

441.6 Provide a cannitment, in Section 13.2.2.2, that

( 13.2.2) refresher training should be periodic and not less than biennial.

442.1 Provide a cannienent to conduct all safety related (13.5) operations by detailed written and approved procedures.

442.2 FSAR Figure 1.2-8 shows the area which is designated

( 13.5.1) as being where the operator is determined to be "at the controls." This area as shown is unacceptable since this area does not meet the guidance of Reg-ulatory Guide 1.114 Provide a new figure 13.5.1 which shows an area consistent with Regulatory Guide 1.114 and shows this area in a larger scale

than Figure 1.2-8.

442.3 Add to the list of procedures in Section 13.5.1.3, (13.5.1) that alarm response procedures will be written.

Provide a description of the system employed to classify alarm responses and the methods to be employed by operators to retrieve or refer to alarm response procedures.

Add fire protection procedures to the list in Section 13.5.1.3.

442.0 Provide a commitment, in Sections 13.5.2, that the

( 13. 5.1) plant procedures shall be completed and approved I

six months prior to fuel loading.

Delete the statement that the preparation of procedures wili be completed in the latter part of 1980.
