PROPOSED LICEilSE TO EXPORT HIGH-EtlRICHED URANIUM TO JAPAN (XSNM-1190, SECY-78-6578)
Purcose:
To inform the Commission of additional information concerning the proposed subject export.
Discussion:
The subject license application to export high enriched uranium to Japan for use in the Kyoto University Critical Assembly (KUCA) was forwarded for Commission action on February 27, 1979 (SECY 78-6578).
In that paper the staff noted that the Japanese have expressed an urgent need to obtain a license by early March.
The staff has recently received a cable which advised that funds for procurement of the material must be spent before expiration of the current Japanese fiscal year on March 31, 1979.
The applicant has contacted the staff on numerous occasions to advise that the problem of funding is imminent and unless a license is obtained before March 31, the project w.ill be cancelled.
The staff has also been notified of this urgent matter by the Executive Branch and officials at the Japanese Embassy.
The staff reaffirms its recommendation that ;he proposed license be issued promptly.
