Inspection on January 21 and 23,1979 (Combined Report Nos. 70-2814/79-01 and 70-2555/79-01 Areas Inspected: Announced, routine Physical Security Inspection of low enriched export shipment of SNM by regional based inspectors.
The inspection included, but was not limited to, the verification.of contents, labels, pack-aging, tamper safing, and shipping procedures.
This inspection involved a total of 50 inspector-hours by four NRC regional based inspectors.
Results:
No items of noncompliance were identified.

Background===
On January 17, 1979, Region V notified Region I that on January 15 a convoy of three Tri-State Motor Transit Company (Tri-State) trucks departed the Exxon Nuclear Company's (Exxon) Richland Facility for the John F. Kennedy International Airport (J.F.K), Jamaica, New York.
The cargo consisted of two separate shipments of SNM:

Docket No. 70-25.15 XSNM No. 1112 The shipment was scheduled to arrive in sufficient time to be loaded aboard Lufthansa Flight #461; scheduled to depart at 9:35 a.m., on January 20, 1979; but due to adverse weather conditions encountered in the Western Plain States, the Tri-State trucks did not arrive in sufficient time for the shipment to be loaded.
The shipment was then rescheduled to be loaded aboard Lufthansa Flight
- 463R, departing J.F.K. at 10:30 a.m. on January 23, 1979.

Scope The shipment underwent two inspections; immediately after the ship-ment was transferred from the trucks to storage, and immediately prior to the shipment being transferred from storage and loaded on Flight #463R. The latter inspection was necessitated by the fact that the SNM remained in storage for an extended period of time before being exported.
The inspection (s) consisted of an examination of containers, seals, and related shipping documencdtion.
Also, radiological surveys were conducted to assure that radiation and contamination levels were within Regulatory Limits.

Details a.
The shipment arrived at 11:45 a.m. on January 20, 1979 and was unloaded under the observation of two regionalTased inspectors.
All seals were examined and found to be intack with the exception of seal numbers 25035 and 25037.
These seals were retained by the int actors and replaced with AEC seals numbers 1324 and 1326.

The inspectors conducted a radiation survey of the shipping containters.
The external beta / gamma radiation level aeasure-ments were conducced using an Eberline Model E 120 G Geiger Counter. No external radiation levels in excess of Regula-tory Limits were detected.
6 Surface contamination swipe tests were made on external sur-faces of selected containers. A Eberline Model PAC-45 Alpha Lin Log survey meter was used to " read" the swipes for alpha radiation.
No removable contamination was detected.
The inspectors departed the area at approximately 3:30 a.m.
after the cargo was palletized and placed in storage.
b.
The cargo was removed from storage under the observation of regional based inspectors at approximately 8:00 a.m. or.
January 23, 1979 by Lufthansa cargo handlers.
At this time, the inspectors verified that all seals and containers were intact.
During examination of the seals, the inspectars removed the two AEC seals (#1234 and #1326) which were pre-viously affixed to replace the removed licensee seals (#25037 and #25044). A radiation survey was again performed and all readings (external and surface) were found to be within Regulatory Limits.
c.
Copies of shipment records, including the Air Way bill, Shipper's Certification for Radioactive Materials # and the Shipper's Export Declaration were reviewed by the inspectors.
No descrepancies were noted.
d.
The shipment, under the observation of the inspectors, was loaded aboard Flight #463R. The. loading operation was completed by approximately 10:15 a.m.
The aircraft left the cargo area at approximately 10 30 a.m. as scheduled and was airborne at approximately 10:51 a.m. enroute Frankfort, West Germany.
The inspection (s) findings resulted in no items of noncompli-ance or deviations.
5.
Exit Interview A formal management interview was not conducted since no represen-tatives of the licensee were present during the inspection (s).
Since no items of noncompliance were identified, the licensee was not contacted and advised of the findings of this insped Sn(s).
