The NRC staff met with representatives of the Puerto Rico Water Resources Authority (PRWRA) on March 28, 1979, in the staff offices in Bethesda.

Geological Survey (USGS) Status Review of geology and seismology for the PRWRA Islote site for the North Coast Nuclear Plant (NORCO) Unit 1, and the staff's use of that review in arriving at a recommended seismic design level of 0.45 93 s...
BACKGROUND

The USGS review of geology and seismology for the PRWRA's Islote site was received in December,1978. This was the last input needed to complete the staff's Site Safety Evaluation Report (SSER) for this site, and a final draft of the SSER'was completed and distributed for NRC staff approval on March 7. 1979. The USGS review has been transmitted to the NORCO hearing board and parties in February 1979, and PRWRA had also been infomally notified of the staff's recomended 0.45 g seismic design level. (PRWRA had proposed a 0.35 g level). PRWRA requested a meeting with the staff and the USGS to discuss the USGS status review and the staff's analysis (including the USGS data) leading to the recomended 0.45 g design level.

PRWRA explained that they intend to make decisions affecting their long-range generation plans in April 1979. The status of NORCO i
site suitability will affect these plans, and PRWRA had requested this meeting in order to understand the basis for the USGS status report and the staff's reconnended 0.45 g seismic level.

The staff and USGS position is that the data now available.do not provide adequate support for a 0.35 g seismic design level, but that it is possible that provision and analysis of additional data could lower the reconmended seismic design level below 0.45 g.
It was agreed'.that improtant factors to be considered in any further-
