FACILITY ATTACHMENTS - LAGUNA VERDE REACTORS, UNITS I AND II (LICENSE APPLICATION XSNM01194, SECY-/9-121)

Discussion:

The subject license application to export low enricned uranium to Mexico for use in the Laguna Verde Reactors, Units I and II was forwarded for Commission action on February 14, 1979 (SECY-79-121).

In that paper the staff advised that facility attachment information had been requested and would be forwarded when received.

The staff has recently received a cable advising that facility attachment:; for the Laguna Verde reactors have not been completed. The cable also notes that IAEA interim safeguards will be applied in case the nuclear material arrives at the facility prior to completion of facility attachments.

The staff reaffirms its recommendation that the proposed license be issued promptly.
