20555 NRC DOCKET 50-366 OPERATING LICENSE NPF-5 EDWIN I. HATCH NUCLEAR PLANT UNIT 2 START-UP TEST REPORTING REQUIREMENTS Centlemen:
Pursuant to 10 CFR 50.90, as required by 10 CFR 50.59 (c)(1), Georgia Power Company hereby proposes an amendment to the Technical Specifications (Appendix A to the Operating License).
The proposed change would alter the requirements for plant start-up reports as described in Section 6.9.1.3.
Due to significant delays in the start-up program caused by the resolution of problems encountered in the testing, it is not considered to be necessary or ef fective to submit a partial summary report on the statua of plant start-up and power escalation testing nine months follow-ing initial criticality.
It is therefore requested that the requirement for reporting at nine months following initial criticality be deleted per the attached proposed revised pages to the Technical Specifications.
The Plant Review Board and the Safety Review Board have reviewed this revision and concur that it is administrative in nature and not of safety significance.
Also, attached are a determination of licensing fee and instructions for entering the change.

ATTAC9 MENT 1 NRC DOCKET 50-366 OPERATING LICENSE NPF-5 EDWIN I. HATCH NUCLEAR PLANT UNIT 2 PROPOSED FEE DETERMINATION FOR A CHANGE TO TECHNICAL SPECIFICATIONS Pursuant to 10 CFR 170.12(c), Georgia Power Company has evaluated the attached proposed amendment to Operating License NPF-5 and has determined that:
(a) The proposed amendment is administrative in nature; (b) has no safety or environmental significance; (c) is a Class II amendment.
A_DMINISTRATIVE C0tlTROLS 6.9 REPORTIllG RFQUIREMENTS ROUTINE REPORTS AtlD REPORTABLE OCCURRENCES 6.9.1 In addition to the applicable reporting requirements of Title 10, Code of Federal Regulations, the following reports shall be submitted to the Director of the Regional Office of Inspection and Enforcement unless otherwise noted.
J START-UP REPORT 6.9.1.1 A summary report of plant start-up and power escalation testing shall be submitted following (1) receipt of an operating license, (?)
amendment to the license involving a planned increase in power leve (3) installation of fuel that has a different design or has been mano-factured by a differet fuel supplier, and (4) modifications that may have significantly altered the nuclear, themal, or hydraulic perfor-mance of the plant.
6.9.1.2 The start-up report shall address each of the tests identified in the FSAR and shall include a description of the measured values of the operating conditions or characteristics obtained during the test program and a comparison of these values with design predictions and specifica-tions.
Any corrective actions that were required to obtain satisfactory operation shall also be described.
Any additional specific details required in license conditions based on other commitments shall be in-cluded in this report.
6.9.1.3 Start-up reports shall be submitted within (1) 90 days following completion of the start-up test program, or (2) 90 days following resumption or commencement of commerical power operation, whichever is earliest.
If the Start-up Report does not cover all three events (i.e., initial criticality, completion of start-up test program, and resumption or commencement of com-mercial operation), supplementary reports shall be submitted at least every three months until all three events have been completed.
I ANNUAL REPORTS 6.9.1.4 Annual reports covering the activities of the unit as described below for th previous calendar year shall be subn.itted prior to March 1 of each year.
The initial report shall be submitted prior to March 1 of the year following initial criticality.
I A single submittal may be made for a multiple unit station. The submittal should combine those sections that are common to all units at the station.
