WILMINGTON, NORTH CAROLINA, CONCERNING WIUilNGTON PLANT EMERGENCY PLAN, PC 78129A Mr. Kaplan, Consulting Engineer, Licensing, for the GE Wilmington plant, was called to transmit questions arising from our review of the version of the plan sent us by letter dated January 9,1979.

The questions listed in the attachment were typed out by Mr. Kaplan's secretary as I read them. Mr. Kaplan plans to respond by February 16, 1979.

(General) - The commitments in the plan are not always clearly worded. Wording such as, "The Emergency Plan provides for..."

will be interprJted as introducing a requirement of the plan.

links called for in the introductory paragraph under para. 5.0 of RG 3.42.

" senior operations manager"?

Pace 15, penultimate paragraoh - The line of succession, by job titles, should be given in the plan.

Page 17, para. 5.4 - The designation and location of the Emergency Operations Center of each State / local governmental agency should be given here, as called for in RG 3.42, para. 5.4-4.

Page 21-22, Table 5.3 - What distinction, if any, is intended between " Medical Services" and " Medical Services (Personnel)"?

Page 24, third oara. - The title list in Appendix B is not an acceptable summary of the essential provisions for activating the emergency organization and comunications, which is called for in para. 6.1 of RG 3.42.

Page 2:5, para. 6.2.3-5) - What has been done to arrange for radioactivity analyses by an offsite contractor?

Page 26, cara. 6.4.1 - Appendix B does not provide an acceptable c.

Furthermore, para. 6.2.3.1-1) refers to para. 4.1.3 for mechanisms but gives no action levels, while 4.1.3.1 refers 'to " concentrations in uncontrolled areas in excess of the applicable exposure limit for that area" (as regards either Airborne or Liquid Effluent). Also, there is no mention of action criteria for notification of persons involved and no mention of notification of visitors or contractor personnel.
