0 MAR 5 1979 Docket Nos:

STN 50-522 and STN 50-523 APPLICANT: Puget Sound Power and Light Company FACILITY:

Skapit Nuclear Power Project

SUBJECT:

PUGET PRESENTATION OF AER0 MAGNETIC SURVEY DATA 0F SKAGIT PLANT SITE T4REA - FEBRUARY 23, 1979

Background:

At the staff's request, Puget Sound Power and Light Company is perfonning more field exploration in the vicinity of the Skagit site. The purpose is to attempt to answer questions raised about the direction of dip of the Southern Shuksan Thrust and the potential for faulting which trends in the direction of Gilligan and Day Creeks toward the plant site. The question of faulting along the Skagit Valley has also been raised.

Part of this extensive field exploration has been more intense aeromagnetic surveys than have been performed in the past. The purpose of this meeting was to provide opportunity for the applicant to report the nature and results of the aeromagnetic surveys to the staff and USGS.

An attendance list and presentation material are erclosed.

Puget requested that the actual aeromagnetic survey maps be treated as proprietary information.

Summary:

Puget made a detailed presentation on how the aeromagnetic data was obtained; processed and interpreted by its consultants (Bechtel and EDCON).

The conclusions are stated on the last page of the enclosure to this summary.

Puget plans to make it!. formal submittal (report) early in March but did leave the aeromagnetic maps with the staff in order to expedite start of review.

Puget requestec, however, that the data be held as proprietary and submitted a letter reque;t and affidavit to that effect.

AGENDA 1.

INTRODUCTION AND BACKGROUND 2.

AER0 MAGNETIC DATA COLLECTION 3.

AER0 MAGNETIC DATA PROCESSING 4.

INTERPRETATION 5.

CONCLUSIONS

SKAGIT NUCLEAR POWER PROJECT CHRONOLOGY OF GE0 LOGY AND SEISMOLOGY DECEMBER 1974 T0 FEBRUARY 1979 Eighty-five (85) formal NRC/USGS questions submitted to Puget over a four year period on geology and seismology.

Fourteen (14) USGS reviewers from the Nuclear Review Group, Menlo Park and the Regional Pacific Northwest Study Group (and four (4) additional reviewers associated with 1872 review) and five (5) NRC reviewers have been active on Skagit geologic review, as well as seven (7) ACRS geologic and seismologic consultants to date.

Approximately twenty (20) formal meetings or site visits between NRC, Puget, USGS and/or Intervenor personnel have occurred since 1974.

        • Twenty-four (24) days of Atomic Safety and Licensing Board hearings have been totally or partially devoted to geology and seismology. Since July,1975 a total of 25 witnesses have testified on behalf of Puget Power, the NRC, the USGS, the Intervenor and the State of Washington.

As a direct result of testimony by the USGS during the March 1978 hearings a request for additional information was generated and submitted to Puget Power in June of 1978. The question which in-volves definition of the direction of dip of the Southern Shuksan Thrust and a re-investigation of other features such as the Gilligan and Day Creek drainages has required a significant commitment of manpower and capital resources. The programs established to respond to the request for information have required several thousand manhours of field effort, generated almost 4,000 feet of drill core and almost 7,000 miles of aeromagnetic survey flight lines.

,O CONCLUSIONS

1. ROCKS IN QUESTION ON TABLE MOUNTAIN AND LITTLE HAYSTACK MOUNTAIN UNDERLIE ROCKS OF THE SHUKSAN THRUST PLATE.
2. THERE IS N0 GE0 LOGICAL OR GEOPHYSICAL EVIDENCE FOR THE POSTULATED GILLIGAN CffEEK FAULT.
3. THERE IS N0 GEOLOGICAL OR GEOPHYSICAL EVIDENCE TO SUPPORT A SIGNIFICANT OR THROUGH-GOING FAULT ALONG THE LOWER PART OF DAY CREEK.
4. THE DETAILED AER0 MAGNETIC DATA DOES NOT INDICATE A FAULT OFF-SETTING THE SHUKSAN THRUST FAULT SOUTH OF BUTLER HILL.
