RESULTS OF PERIODIC REVIEW OF REGULATORY GUIDE (RG) 5.73 This memorandum documents the US Nuclear Regulatory Commission (NRC) periodic review of regulatory guide (RG) 5.73, Fatigue Management for Nuclear Power Plant Personnel. The RG describes a method that the staff of the U.S. Nuclear Regulatory Commission (NRC) considers acceptable for complying with 10 CFR Part 26, Subpart I, the Commissions regulations for managing personnel fatigue at nuclear power plant, published in March of 2009.
As discussed in Management Directive 6.6, Regulatory Guides, the NRC staff reviews RGs approximately every 10 years to ensure that the RGs continue to provide useful guidance.
Documentation of the NRC staff review is enclosed.
Based on the results of the periodic review, the staff concludes that no changes to RG 5.73 are warranted at this time. However, the staff identified some technical or regulatory issues in the review that could warrant addressing in a future revision. Should NRC, at a future date, amend the requirements of 10 CFR Part 26, Subpart I, the staff proposes that RG 5.73 be revised to be consistent with the amended requirements and to aggregate, as appropriate, the supplemental guidance described in question one of the enclosed document.
