FILE Oh85 11 SERIAL 6586 Enclosed herewith is Amendment 59 to the Company's application for ccnstruc-tion permits and operating licenses, containing three (3) signed originals and sixty (60) copies of Revision 18 to the Final Safety Analysis Report.

Revision 18 of the FSAR contains updated FSAR material as detailed in the application page.

The majority of Revision 18 was provided early for staff review by my letters to you dated February 2 and February 16, 1979 Fevision 18 contains the in-formation transmitted by those letters in addition to a revised Appendix 2A, "Eoring Logs," and the table's in Secticn 1.7, " Electrical, Instrumentation and Control Dravings. "

In addition, enclosed are complete new issues of five (5) copies each of the following supplemental information furnished pursuant to Regulatory Guide 1.70, Revision 2. All previous issues of these documents should be discarded as these drawings replace them in their entirety:

1. Supplemental Reference Drawings (Piping Isometrics)

2. Supplemental Reference Drawings (Piping and Instrument Diagrams)

Froof of service upon the parties listed in the revised Ce rice List attached to Mr S A hrga's November 30, 1977 letter as modified by Mr S A Varga's letter of April 2h, 1978 is being provided under separate cover.

CONSUMERS POWER COMPANY APPLICATION FOR REACTOR CONSTRUCTION PERMIT AND OPERATING LICENSE DOCKET NO 50-329 DOCKET No 50-330 AMENDMENT NO 59 Enclosed herewith, revising and supplementing the above-entitled application, are revised pages for incorporation in the Final Safety Analysis Report. The Final Safety Analysis Report was submitted with Amendment 33 to the above dockets on November 18, 1977 The enclosed material consists of the following:

1) Responses to Staff Positions and Requests for Additional Infor=ation:

3) Revision to Section 1.3 to include a discussion of significant design changes made since the Construction' Permit was issued.

4) Revision to Section 2 5 to add information from the recent soil borings pro-gram.

5) Revisicn to the Site Emergency Plan to include updated information.

6) Additional information the FSAR stated would be submitted at this time.

7) Changes in various FSAR Sections resulting from routine design developments.

8) Correction of minor errors 'nd omissions.

9) Changes relating to the above (Tables of Contents, Figures, Tables, etc).

These new and revised pages bear the notation " Revision 18 2/79," and are marked in the margin to indicate where changes have been .rade. Additional pages and figures have been added as reflected on the revised Midland Plant FSAR " List of Effective Pages. "
