Dear Mr. Denton:

Reference:

Enrico Fermi Atomic Power Plant - Unit 2 NRC Docket 50-341

Subject:

NRC Meeting Notes, dated January 12, 1979 After reviewing the NRC meeting notes of our January 4, 1979 meeting, it appears to me that a few key points should have been included, e

Dr. R. Mattson suggested, and Edison agreed, that we meet frequently with the Staff to focus on specific technical questions and issues.

Edison was advised that 14 OL Applicatiena were ahead of e

Fermi 2 on the priority list, but the NRC was doing everything possible to maintain the Fermi 2 schedule, The NRC schedule for licensing Fermi 2 is based upon e

late start dates leading to a June, 1980 fuel load, NRC advised Edison that we should detail our need for e

exemption to Appendices G, H & J to 10CFR50.

NRC advised that Fermi 2 would be required to do more e

than flatch 2 in working with the SQRT.

(Edison believes this escalation in NRC requirements is burdensome and will not materially increase the safety aspects of the

[g plant.)

Mr. Harold R. Denton February 16, 1979 Page 2 EF2 - 43943 NRC agreed to periodic Management Review meetings that e

resolve remaining issues.

The first such Management meeting is to take place on March 1, 1979.

(The Management meeting was subsequently postponed to March 28 at the request of the NRC)

Edison pointed out that an Interim Safety Evaluation e

Report was published by the NRC in September, 1977 and that the scope of review for Fermi 2 should be limited to the items associated with fuel design and accident and transient analysis.

Edison expressed concern that the length of contested e

hearings may delay the issuance of our OL and every effort must be made by the NEC and Edison to maintain the schedule for licensing activities leading to the publication of our SER on August 31, 1979.

Edison remains committed to providing information and attending meetings in support of the NRC Staff evaluation of our Application for an Operating License.

Sincerely, M
