STN 50-518 Tennessee Valley Authority ) STN 50-519 STN 50-520 STN 50-521 In accordance with Part II.B.h, Special Monitoring Study Review, of to the Hartsville Nuclear Plants construction permits, Nos. CPPR-150, CPPR-151, CPPR-152, and CPPR-153, we are enclosing five copies of the "Hartsville Nuclear Plants - Special Construction Effects Mcnitoring Study - Report for the Second Year of Construction."

The monitoring period for this report was May 1, 1977, through April 30, 1978. Since the results of this report relate directly to matters regulated under the Federal Water Pollution Control Act Amendments esf 1972, copies of the report are being forvarded by this letter to the Environmental Protection Agency (EPA), Region IV, and the Division of Water Quality Control, Tennessee Department of Public Health, for their information.

This completes the reporting requirements which were specified in the construction permits. The National Pollutant Discharge Elimination System (NPDES) permit (No. TH0027740) for the construction discharges of the Hartsville Nuclear Plants was issued by EPA and became effective on December 31, 1978. A copy of the permit is enclosed. The permit established appropriate effluent limitations along with corresponding monitoring and reporting provisions to ensure the continued protection of the aquatic environ =ent of the Cumberland River during construction of the Hartsville Nuclear Plants.

We have revised our construction effects monitoring progrsm in accordance with the provisions of the NPDES pe nit.
