Dear Mr. Denton:

Pursuant to References (a) and (b) and 10 CFR 50.59, Commonwealth Edison Cocipany horeby requests a chango to Operating License Nos. DPR-29 and DPR-30, Appendix A, Tochnical Specifica-tions. The purpose of-this amendment is to revise the Quad-Cities Station Technical Specifications to conform to the requirements of 10 CFR 50, Appendix I, " Numerical Guidos for Design Objectives and Limiting Conditions for Operation to Meet the Critorion 'As Low As Practicable' for Radioactivo Material in Light-Water-Cooled Nuclear Pm!ar Roactor Effluents." The proposed changes to the Quad-Cities Technical Specifications are enclosed in Attachment 1A for Unit 1 and Attachment 1B for Unit 2 Attachment 2 contains an Offsite Dose Calculation Manual (ODCH) for Quad-Cities Station as required by Referenco (b) . In addition, a discussion of Commonwealth-Edison's principal difforencou frcan NRC Guidelines for the development of the ODCM is contained in Attachment 3.

The proposed Quad-Cition Station Technical Specifications of Attachments lA and 1B follow as closely as practicable the model technical specifications of Referenco (a). However, since the model technien1 epocifications were not prepared explicitly for Quad-Cities Station, some changos were necessary to adapt them ta the-Quad-Cities design and nomenclature.

Page 2 The proposed technical specification changes of Attachments lA and 1B and the ODCM of Attachment 2 have been

. reviewed and approved by the commonwealth Edison On-Site and Off-Site Review with the conclusion that there are no unreviewed safety questions.

In conjunction with Reference (a) and pursuant to 10 CFR 170, Commaonwealth Edison has determined that this proposed amendment is a combined class III and class I Amendment. As such, commonwealth Edison has' enclosed a fee remittance in the amount of $4,400.00 for this proposed ~amenduent.

Please address any additional questions that you might have to this office.
