Description of Event

On 5/15/73, an unidentified reactor coolant leak of greater than 1.93 GPM was detected.

The permissin!r unidentified reactor coolant leakage is limited to a maximum of 1 GPM by Tech. Spec. 3.4.6.2(B).

The appropriate action was taken and the leak repaired, however, neither a deviation report nor an LER was submitted regarding this event.

This event is reportable by T.S. 6.9.1.9.b.

Possible Consequences of Occurrence:

The failure to submit the required documentation of this event had no immediate safety implications since Tech Specs were followed and the equipment repairs were performed.

This event, however, temporarily circumvented a reporting system designed to identify equipment or pcesonnel problems encountered at operating plants.

This was a small leak which was promptly corrected.

There was no effect on the health and safety of the public.

Cause of Occurrence:

The leakage event should have been reported properly, however, the event coincided with a planned Reactor trip during the Startup Test program and the repairs were made at that time.

Had the planned Reactor trip not been coin-cident with the leak problun, the proper documentation would have been followed.

The T.S. Action Statement was met and would have been met had this event occurred during normal steady state operation as has been evidenced by other recent occurrences.

Immediate Corrective Action

The immediate corrective action was to submit a deviation report and prepare this LER.

Scheduled Corrective Action:

No scheduled corrective action is required.

Action Taken to Prevent Recurrence-The action taken to prevent recurrence is to require that a deviation report be submitted anytime a Tech. Spec. Action Statement is entered except when done for routine surveillance testing, instrument calibration,or preven-tative maintenance.
