Millstone Unit No. 3 Reporting of Deficiencies in Desian and Construction

In Reference (1) above Northeast Utilities acknowledged the reporting of a significant deficiency to the NRC by Westinghouse Electric Corporation with regard to problems they had experienced with their AR 40 relay. These relays were further identified as being used in safety related equipment produced by Westinghouse for Millstone Unit 3.

Due to the delay in commercial operation of Millstone Unit 3, the Solid State Protection System, which is the only piece of Millstone Unit 3 equipment containing the potentially defective relay, remains in storage at the Westinghouse manufacturing facility.

Prior to shipment in October 1980, this equipment will be modified to replace the defective relays with Potter &

Brumfields' series MDR rotary type relays.

Information on seismic testing of this type of relay has been submitted to the NRC for review by Westinghouse in their letter NS-CE-1001 dated March 24, 1976.

We will continue to follow this item and report to the NRC as necessary until final resolution is achieved.
