50-260 50-296 This is in regard to Thomas A. Ippolito's (NRC) letters dated October 10 and November 22, 1978, to N. B. Hughes (TVA) which requested additional information concerning the reload analyses for Browns Ferry unit 3 cycle 2 and Browns Ferry unit 1 cycle 3.

The NRC concern expressed in both of the above letters was that the REDY transient code utilic>d by General Electric does not contain sufficient conservatism when vargin improvenents such as the end of cycle recirculation pump trip are assumed operable in the analysis.

The basis for this concern is generated from a new transient code, ODYN, which has not been approved by the NRC staff.

TVA has agreed to accept an additional conservatism which has been justified in the light of any nonconservatism that taight exist within the REDY tran-sient code for the current cycles.

This additional conservatism has been addressed in correspondence to you and Thomas A.

Ippolito from me in letters dated January 8 and January 15, 1979, respectively.

This controversy will continue until the ODYN transient code is approved by the NRC.

The situation is complicated further by the NRC condition contained within a recently issued operating license for a plant similar to Browas Ferry which requires the reload analyses for that plant be performed with ODYN.

This reload will occur about the same time as the planned fall reload for Browns Ferry unit 3.

By February 5, 1979, TVA must decide which code (ODYN or REDV) will be utilized for the transient analyses for unit 3.

It is economically advantageous to utilize a single code for performing reload analyses. We believe we have your staff's concurrence to proceed on the basis that beginning with the Browns Ferry unit 3 cycle 3 (fall 1979 refueling) reload analysis, TVA plans to submit only ODYN transient code reload analyses for NRC's review and approval.

If this is not the case, we would appreciate being informed by February 5, 1979.
