Gentlemen:
Haddam Neck Plant Fire Protection Systems In Reference (1), the NRC Staff issued Amendment No. 28 to the Facility Operating License No. DPR-61 for Connecticut Yankee Atomic Power Company's (CYAPCO) Haddam Neck Plant. This amendment consisted of changes to the Technical Specifications and license conditions related to the completion of facility modifications and implementation of administrative controls. The Safety Evaluation for this amendment summarized the Staff evaluation of the fire protection program at the Haddam Neck Plant. This evaluation resulted from numerous docketed sub-mittals, verbal communications, and a site meeting at the Haddam Neck Plant in March of 1978. Although every effort was made to elininate misunderstandings at all times, our review of Reference (1) has identified several items which require correction and/or clarification of the CYAPCO position. Each item in question from the SER has been listed below, followed by the CYAPCO position and justification.
e SER Section 3.1 Modifications SER:

. 46 It has been the established and continued intention of CYAPCO to provide the NRC Staff with conceptual and general descriptions of proposed solutions to the asterisked items in Section 3.0 of the SER.
CYAPCO expects to develop the details of the proposals once NRC Staff concurrence with the conceptual designs has been obtained. These details will be developed in accordance with current NFPA codes and criteria. Communication of detailed specifications is considered unwarranted; hence, the above-described approach 1 i currently being followed.
e SER Section 3.1.3 Yard Hydrants SER:
" Sectional valves will be provided in the fire main to permit isolation of hydrants without CYAPCO Position:
" Sectional valves will be provided in the fire main to permit isolation of groups of hydrants without At the Haddam Neck Plant site visit in March,1978, the position that was agreed to by the NRC Staff and CYAPC0 specified sectional valves that isolated groups of hydrants. CYAPCO wishes to provide wording that better clarifies this point.
e SER Section 3.2.1 Alternate Shutdown Capability SER:
"An altername means to safely shutdown will be provided which is independent of areas where redundant systems could be damaged by fire."
CYAPCO Position:
"An alternate means to safely shutdown which is independent of areas where redundant systems could be damaged by fire, will be evaluated in conjunc-tion with the Systematic Evaluation Program (SEP)."
CYAPCO believes that all applicable criteria that will provide input toward the design of an Alternate Shutdown System will be developed and agreed upon during the Systematic kcaluation Program (SEP). Therefore, the schedule for the evalua-tion of the Alternate Shutdown System will be patterned by the progress of determining design criteria within the SEP.
e SER Section 4.3.1.c Fire Water Piping System SER:
" Sectional valves will be provided in the fire main to permit isolation of hydrants CYAPCO Position:
" Sectional valves will be provided in the Sire main to permit isolation of groups of hydrants.
- 4 As in SER Section 3.1.3, CYAPCO wishes to again clarify the position that was agreed _to at the Haddam Neck site visit.
e SER Section 4.3.3 Portable Fire Extinguishers SER:
"A large Halon 1211 wheeled fire extinguisher unit will be provided near the cable penetration area in the containment CYAPCO Position:

The rewording provided here is consistent with that contained in SER Section 3.1.7 and it reflects the position agreed to by both CYAPCO and the NRC Staff at the Haddam Neck Plant site visit in March,1978.
We trust that due consideration will be given to these concerns in subsequent correspondence on this subject.
