On 1-2-79 during the performance of a periodic test, it was discovered that Containment Isolation Valve TV-SV-102-1 would not fully shut. This is contrary to T.S. 3.6.3.1.

Isolation Valve TV-SV-103 was closed and TV-SV-102-1 was restored to operable status within 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> as required by the applicable Action Statement.

This event is reportable as per T.S. 6.9.1.9.b.

Probable Consecuences of Occurrence:

The OPERABILITY of the containment isolation valves ensures that the containment atmosphere will be isolated from the outside environment in the event of a release of radioactive material to the containment atmosphere or pressurization of the containment.

Since the redundant isolation valve TV-SV-103 was operable and secured closed, there was no effect upon the safe operation of the plant. As a res ul t,#-~-

the public health and safety was not endangered.

Cause of Occurrence:

The cause of the Isolation Valve not closing is unknown at this time.

Immediate Corrective Action:

Isolation Valve TV-SV-103 was placed in the closed position with the operating air isolated to prevent valve actuation. An emergency maintenance report was subnitted.

The isolation valve was cycled 3 times and fully closed each time. The valve was returned to operable status within 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> of the initial failure.

There was no apparent reason discovered for the initial failure of the valve.

Scheduled Corrective Action:

TV-SV-102-1 will be inspected during an appropriate cold shutdown to determine the cause of its failure to operate properly.

Actions Taken to Prevent Recurrence:

Actions to prevent recurrence will be determined pending the inspection stated above.
