Dear Members of the Board:
This responds to Mr. Roisman's letter of December 29, 1978 regarding the transmission to the Applicant of copies of an Environmental Impact Appraisal involving the trans-fer and storage of spent fuel from Oconee to the McGuire Nuclear Stations.
As Mr. Roisman correctly reports, the Environmental Impact Appraisal was transmitted to the Applicant by an NRC Staff member on December 22, 1978.
Copies were not sent to the Board or other parties at that time because the NRC Staff member involved was not familiar with procedures for transmitting copies.
However, under cover of a letter to you from Staff Counsel of December 28, 1978, copies of the EIA were transmitted to you and to Mr. Roisman.
It is quite obvious from the dates of Mr. Roisman's letter and that of
. Staff Counsel that the letters crossed in the mail. With the receipt of the December 28, 1978 letter, Mr. Roisman now has a copy of the EIA.
Accordingly, it would appear that no further action need be taken with respect to Mr. Roisman's letter.
