Dear Mr. MacDonald:

In accordance with discussions during the joint NRC-NFS meeting held in Silver Springs, Maryland on November 30, 1978, NFS requests that waste residues and equipment contaminated with low levels of plutonius solids, destined for burial, be considered as an exception to 10 CFR-71.42(a)(b) and (c) as pro-vided for in 10 CFR-71.42(b)(3) and be specially authorized for shipment in the Super Tiger Shipping Package.

NFS further requests that Certificate of Compliance USA /6400/B( )F, Revision No. 4, for the Model No. Super Tiger shipping package be a ended to accom-modate the above request as follows:

NFS propose.c to use Type A fiberglass reinforced wooden boxes and 17-C or 17-H 55-gallon steel dru=s as primary containers as provided in Section 5(b)(1)(1) and 5(b)(1)(ii) of the Certificate of Co=pliance. Contents of the fiberglass reinforced wooden boxes will consist of gloveboxes and associated equipment which contain low level quantities of solid plutonius as surface contamina-tion that is fixed by paint so as to render the contaminant nondispersible.

Fi.ssile contents will be limited as provided for in Section 5(b)(2)(iv).

'Izge 2 December 22, 1978 Contents ef the 55-gallon steel drums will consist of couraminated equipment, materials used to decontaminate, and solidified decontamination agents. All contaminated equipment will be individually wrapped and sealed in heavy-duty PVC. Fissile contents will be limited to amounts provided for in Section 5 (b)(2)(ii).

In order that we may continue to proceed with our plans for the decommission-ing program discussed, your early review and approval is requested.

As required by 10 CFR Part 170, we have determined that this amendment request is subject to an administrative amendment fee of $150 as specified in Fee Category IIB of Section 170.31. Nuclear Fuel Services' check #56585 for the amount specified above is enclosed.
