Dear Chairman and Members of the Board:

During the Prehearing Conference in San Francisco on September 27-29, 1978, the Board sua sponte solicited the views of the parties on several complex and significant issues. E.g., counsel were asked by the Board for detailed responses to questions regarding PG&E's nearly two year old motion for summary disposition and the deficiencies, if any, of the PG3E Commitments. Without prior notice that issues such as these would be discussed in detail, and without possession of the relevant documents at the conference, it was difficult for counsel to provide the Board with as complete and accurate a response as such issues deserve. In order to be better prepared to provide the Board with meaningful state-ments of each of the parties' positions on the issues the Board may wish to raise at the continuation of the Prehearing Conference in San Francisco on January 23-26, 1979, the Staff, on behalf of all parties */ (PG3E, f1CPA, the Cities of Anaheim and Riverside, and the Staff) hereby respectfully request that the 4 card issue an agenda for the ;ontinuation of the Pre-hearing Conference as far in advance of the Conference as possible. Such an agenda would allow the parties to reflect on the various issues to be 790122032<]
