Dear Sir:
We are in receipt of your letter of December 18, 1978, requesting more information in reference to an article that appeared in the Des Moines Register on December 15, 1978. The article made reference to a large crack that had been discovered in the exterior wall of the Wolf Creek fluclear Power Plant.
The Des Moines Register article is apparently referring to voids noted in the concrete of the containment building wall when the forms were removed.
Voids in the concrete were observed by the Daniel International workmen and quality control inspectors when the forms were removed from the sixth lift of the containment building wall on December 13, 1978.
The on-site Kansas Gas and Electric Company MG&E) representatives re-ceived prompt notification and KG&E cerporate management in turn promptly notified the Nuclear Regulatory Commission (flRC) on December 14, 1978.
The news media (WIBW-Topeka) contacted KG&E and a cameraman from TV station WIBW, Topeka was allowed on site to nake pictures of the void.
flRC inspectors were on site December 18 and 19,1978, investigating the problem.
The f4RC inspectors confirmed that there were two voids in the sixth lift of the containment building wall.
The voids were observed to be under the equipment and personnel hatches.
Both voids are con-sidered repairable with no degradation of strength of the wall. The NRC inspector's initial findings are contained in Inspection Report No.
50-482/78-15, which should be available sometime after mid January in the Local Public Document Room, located in the Coffey County Courthouse in Burlington, Kansas, 790118 @m
I Mr. Richard Deyo January 9, 1979 On Deccmber 18, 1978, representatives from the corporate management of Kansas Gas & Electric Company, Kansas City Power and Light Company and Daniel International met with the f;RC Region IV director and members of his staff to discuss corrective action in regard to the problem.
Further placement of concrete in safety related structures was halted at the Wolf Creek site on December 18, 1978. The hold work agreement will remain in effect until KG&E has completed a review of the quality assurance program including review of procedures, implementation of the procedures and corrective action.
KG&E corporate management will discuss with the tiRC Region IV staff, the status of their reviews and the cor-rective measures they have committed to, along with any significant findings, prior to resuming the placement of concrete in safety related s tructures.
