The licensing board originally designated to rule cn petitions to intervene will nw be appointed as the licensing board to hear and decide this case.
Earlier, a moticn was made requesting that a ruling cn the petition to intervene be delayed pending completicn of a study to be performed by or on behalf of the licensee. The study was expected to take some nine urnths to ccuplete. After that time, it was said, the licensee would "be ready to proceed." Althcugh the motion was denied, we have remained mindful of the desires of the parties as ev.essed at that time.
A perioc' of nine acnths has nw elapsed since tFa time of filing of the earlier motion. Presumably, the licensee's study is either at or near cccpletien.

2-The Board hereby directs the licensee and the Fegulatory Staff to submit their written responses to any of the filed cententiens wnich those parties believe should not be achitted as issues in this proceeding.
These responses shall be made no later than February 2,1978.
The Board expects to schedule a prehearing ccnference in tbd.s proceeding very soon after February 2, 1978, for the purpose of receiving argumnt on disputed contentices.
