Reference (a) issued Amendment No. 32 to Facility Operating License No. DPR-53 for Calvert Cliffs Nuclear Power Plant No.1 (CCNPP1). This amendment authorized operation with sleeved CEA guide tubes, but noted the need for further evaluation, including an inspection at the end of Cycle 3.

The framework for this inspection ras been completed and the basic program, GEN-104(n)-P, was issued and enclosed with Reference (a).

The general objective of the program is to confirm that the sleeved CEA guide tubes have perfonned satisfactorily during cycle 3 and that this performance supports continued use of these fuel assemblies in future cycles.

GEN-104(n)-P gives the details of the progran., including the specifics as they apply to Millstone Unit 2.

Millstone II and St. Lucie I Refueling Outages are scheduled to precede CCNPPl Refueling Outage.

To minimize the cost of the inspection and the impact on the outage length, BG&E plans to take advantage of Millstone's and St. Lucie's results in detailing the CCNPPl inspection program. The specifics of this program will be foniarded as soon as the Millstone and St. Lucie inspection data has been evaluated. Based on successful out-of-pile hot flow loop tests, it is anticipated that the results of the earlier inspections will be favorable and that the scope of the CCNPPl inspection program will be abbreviated and have minimum impact.
