Dear Mr. Rawl:

This is in regard to your letter of November 27, 1978, concerning the General Electric Model 8500 package. We have not evaluated the package design against 1973 IAEA requirements. The application submitted to you by General Electric Company on November 14, 1978, contains engineering drawings, drawing revision numbers, and operating procedures that differ from those authorized in the current NRC Certificate of Compliance No. 6697.

Before applying to you for a Competent Authority Certificate, General Electric should apply for an appropriate amendment to the NRC Certificate of Compliance. The application should include a consolidated SAR that incorporates the pertinent information previously submitted to the NRC and describes any changes made to the package design, its contents, or the operating procedures.

Sincerely, Charles E. MacDonald, Chief Transportation Branch Division of fuel Cycle and Material Safety cc: General Electric Company ATTN: Mr. G. E. Cunningham 90 Box 460 Vallecitos Nuclear Center Pleasanton CA 94566 790117o33
