i tality Assurance Procram The Nuclear Science and Technology Facility of the State University of New nck at Buffalo hereby establishes the described QA Program. Training and peri cmance of all QA functions related to the use of the Naval Research Lab (NRL) ca:s k. vill be made in accordance with written procedures and approval of the NSTF perating Committee. Only those NRL casks, identified by serial numbers 21
through 29, fiaving certification as ICC Type 53 casks as of June 1958, as per Exhibit 1, will be used under this QA program. Maintenance and repair functions related to routine cask use will remain the responsibility of the Naval Research Laboratory of the Department of the Navy.
Revisions to the QA program will be made in accordance with written procedures, with operating Committee approval. The QA program will ensure that all QC pracedures, engineering procedures, and specific pravisions of the NRL cask use are satisfied. The QA program will emphasize control of t!.ase characteristics of eask use which are related to safety.
The Radiation Safety Officer and Operations Department manager shall both assure that only the authorized NRL casks (numbers 21 through 29) are tased as per this QA program.

Document control All documents related to handling, storing, shipping, or inspection of NRL casks will be controlled through the use of written procedures. All document changes will be performed in accordance with written procedures.
Approval for use of all procedures will require concurrence of the NSTF Operating Committee.
The Operations Department manager and the Radiation Safety Officer shall ensure that all QA functions are conducted in accordance with the latest applicable changes.

followed. Shipments will not be made unless all required tests, acceptances, and final inspections have been completed. Work instructions will be provided for handling, storage, and shipping operations.

Insoection, Tests, and operating Status Inspection, tests, and Operating Status of NRL casks will be indicated and controlled by written procedures. Status of each cask will be indicated via tag, label, marking, or log entry.
Operations Department personnel shall perform the required inspections and tests as per written procedures. The Operations Manager and Radiation Safety Of ficer shall ensure that these functions are performed.

Quality Assurance Records Records 01 NRL cask approvals, inspections, tests, audit results, personnel training and qualifications, and records of shipments will be main-tained. Writ ten p rocedures will also be maintained. Records of procurement, design (inc! ding references and drawings) and operating logs will be maintained by the NRL the Department of Navy.

These records will be maintained in accordance with written procedures.
The records shall be identifiable and retrievable. These records shall bc maintained in the reactor control room, anil shall be accessible to both the operations liepartment and the Radiation safety Officer.

Audits A yearly audit of the QA Program will be performed, usin; a written Results of each audit will be retained as part of the quality check 'ist.
Audit reports assurance records, and reported to the NSTF Operating Committee.

.m enclosing a cc?y of a letter from H. A. Campbell dated June 2,1958 which is the first information I can find granting authori:ation to use tha containers. This letter was in reply to a letter from L.E. Steele re.juesting approval of six casks as ICC-55 type caska.
Mr. Campbell stated th at as long as the casks were constructed under the specification 5 5,his of fice did not need to be advised of the construction of additional con-tainers.
For the Buffalo operations, it is anticipated that casks with numbers 21 through 29 will be used.
