This is in reference to your telex of October 17, 1978 and your letter of October 25, 1978 informing us of an upgrade change in your material control and accounting program.
We agree with your conclusion that the utilization of the UF6 test weight cylinder is a change made in accordance with the provisions of 10 CFR 70.32(c)(2).
In addition to the aforementioned documents, we note that additional supportive information was contained in Chapter 4.0 (Appendix I) which was submitted November 15, 1978. These pages will be incorporated in Chapter 4.0 of your Fundamental Nuclear Material Control Plan (10 CFR 70.58), when this chapter is approved by the NRC.
