Tnis refers to the QA Prograu inspection conducted by I!r. V. n. Hunter of this office on October 19, 1973, of your facility at Philadelphia, Pennsylvania, associated with the fabrication of nuclear ueld caterials and to the discussion of our findings with you and nenbers of your staff at the conclusion of the inspection.

This inspection was made to confirm that, in the areas inspected, your UA Prograa, is being effectively iapleaented. The inspection effort is not designed to assure that uniqua quality rcquirenents imposed by a custo:cer are being implenented; nor to assure that a specific product, component or service provided by you to your customrs, is of acceptable quality. As you know, the HRC requires eacn of its licensees to assuae full responsibil-ity fur the quality of specific products, components or services procured fron others. You should therefore.not conclude that the l;RC's inspection exenpts you from inspections bv an NRC licensee or his agents nor from taking effective corrective action in response to their findings.

Areas exanined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.

Witnin the scope of this inspection, ue found no instance where you failed to neet URG requirements.

In accordance with Saction 2.790 of the Comission's " Rules of Practice,"

Part d, Title 10, Code of Federal Regulacions, a copy of this letter together with toe enclosed inspection report will be placed in the Comission's Public rocument Roon.
