Dear Mr. Kaplan:

We have recently received from the Tennessee Valley Authority (TVA) an updated document which was prepared upon the request of the NRC to address environmental impacts of changes for the Sequoyah Nuclea. Power Plant since bearings in July 1974. We are enclosing a copy of the update document for your review.

Our review of the update document indicates that the environmental impact of the changes since the hearing are amenable to control through the NPDES permit. We feel that inclusion of controlling criteria is most appropriate in the NPDES permit rather than the staff's technical specifications.

We would appreciate your comments related to the environmental impacts of the identified changes by not later than January 5,1979. Also we would be glad to meet with you to discuss the update document or to share our thoughts on the needed operational monitoring program.
