1.0 INTRODUCTION
Considerable effort is expended to ensure that Naval Products Division Facilities are operated in such a manner as to achieve the highest standards of Nuclear and Industrial Safety.
The operation of any complex, industrial facility does, however, incur some small but definite risk of an emergency resulting from plant incidents, natural disaster, or hostile action.
A state of readiness to handle potential emergencies is maintained by providing emergency equipment and facili-ties, emergency procedures, and a continuous program of personnel training.
Types of emergencies for which a state of readiness is maintained include, but are not limited to, the following:
Radiation Alarm (Nuclear Criticality or False Alarm)
Fire and/or Explosion Power Outage Civil Disturbance or Intrusion Attempt 3cmb or Incendiary Threat Uncontrolled Environmental Release (e.g.
toxic or noxious gas, liquid or solid)
Natural Disasters Details of the required actions are separately provided in Emergency Procedures which are used as the basis for training and actual use.
Check lists are used to document the fact that required actions have been taken or complete.
When hostile action or hostile threats exist, refer to the Safeguards Contingency Plan for detailed Security guidelines.
2.0 PURPOSE The purpose o f this manual is to provide the Emergency Director with the procedures and supporting information necessary to properly discharge his duties during an emergency situation.
3.0 EMERGENCY CONTROL PLAN The Emergency Control Plan is a portion of the NRC License to NPD to operate the facility.
As such, it consists of a document providing the objectives and the basis for the actions to be taken to cope with various types of incidents which affect, or threaten the health and safety of the general public, employees of the licensee or other persons temporarily or permanently assigned to the facility.
It specifies the objectives to be met by the implementing procedures and assigns organizational and individual responsibilities to achieve such objectives.
4.0 EMERGENCY DIRECTORS FUNCTION 4.1 Purpose of Function The purpose of the Emergency Director function is to take positive control and direct and coordinate NPD activities during an emer-gency.
All emergency duties will be carried out by plant per-sonnel and off-site support under the supervision and control of the Emergency Director.

Protection and preservation of life.
- Safeguards of nuclear material.
Safeguards of classified data.
Environmental protection.
Protection of product.
Protection of plant or equipment.
Restoration of normal operations.
In the event of a prolonged emergency situation, the Emergency Director will continue in that capacity until relieved by a senior qualified Emergency Director.
Upon their arrival, the individuals holding the positions listed below will assume their assigned responsibilities from the Emergency Director.

Notification of General Manager, Manager, Regulatory Agencies Nuclear Safeguards, Manager, Nuclear and Industrial Safety Contact with General Manager, Director News Media of Personnel, Corporate Officers Re-entry Permission General Manager, Manager, fer Radiological NIS, (Rescue efforts under Incident specified conditions, may be initiated by the Emergency Director).

5.0 EMERGENCY PROCEDURES 10/13/78 Emergency Procedures consist of documentation, defining in detail the implementation, actions and methods necessary to achieve the objectives of the emergency plan for each set of circumstances considered in the emergency plan.
The seven basic types of emergencies for which a state of readiness is maintained are contained in the manual and are detailed in action form for each major Emergency Support Function, i.e.:

Security Communications Record Keeping Medical, First Aid and Decontamination Health Physics and Safeguards Surve, Nuclear Criticality Safety and Plant Damage Fire Brigade and Rescue Supervisory 6.0 SUPPORT AGREEMENTS AND CALL LISTS At times, depending upon the degree of severity of the emergency, the Emergency Director must summon assistance beyond that available at the emergency site.
UNC personnel call lists and Offsite Support Group Call Lists are listed in the Emergency Manual.
7.0 CHANGES AND MODIFICATIONS TO THE EX2RGENCY CONTROL SYSTEM All changes to the UNC-NPD Emergency Control System must be authorized by the Manager, Nuclear and Industrial Safety Department.
All revised pages will be issued through the NIS Department to the controlled copy list.
Each recipient must keep his manual up to date.

Buildings "A" and "B"
- 1) The main shut-off is located in the northwest corner of the Building "A" vault area.
B.
Building "B" Isolation Valve
- 1) This shut-off is located at the west end of Building "A" above the main aisle near the ceiling.
C.
Buildino "C"
- 1) The main shut-off is located in the Payroll Department's office closet, south side of the room.
D.
Building "D"
- 1) Overhead heaters located in the Compactor Room and Oil Storage Room and the unit on the roof have individual shut-offs plus a line shut-off located near each unit.
E.
East Plant and Buildino "M"
- 1) The main shut-off controlling these two buildings is located outside of Building "M" at the northeast corner.
- 2) There is a secondary shut-off for the East Plant located on the west wall of the Structural Machine Shop.
- 3) The shut-off for Building "M" Basement is located above the front of the Cleaver-Brooks boilers near the ceiling.
There are individual shut-offs on these boilers located on the front icwer left side.
- 4) There are overhead and roof heating units located in Buildings "A", "B" cad "M" which have individual shut-offs plus a shut-off on each line to the unit.
- 5) The main shut-off for all areas is located at the west end of grounds at the top of the hill near the Pump House.
NOTE: A wrench is recuired for main, secondary, and line shut-offs.

Radiation Survey 1.

Visually observe the area mohit' ors in the loboy (SW corner) and "C" Building Conference Room C8 to confirm monitor reading of less than 5. mrem /hr.

If survey meters indicate creater than 5 mrem /hr, tha beacon lights shall be ma'nually actirated and a bull h o r r. an.ouncement made to immediately evacuate to the Emergency Assenbly area on the west side of the parking log.

Note however that personnel from North portion of "M"
